- Update to version 0.47
- PCify pkg/COMMENT
- clarify automatic setup and startup
- re-allow binary redistribution:

It's fine with me if you continue to do this.
It's also fine to put it on a CD-ROM;
if there's a newer version,
the program will detect this and notify the user.
