The libumberlog library serves two purposes: it's either a drop-in
replacement for the syslog() system call, in which case it turns the default
syslog messages into CEE-enhanced messages, with a CEE-JSON payload, and
some automatically discovered fields. Or, it can be used as a stand-alone
library, that provides a syslog()-like API, with the ability to add
arbitrary key-value pairs to the resulting JSON payload.

This wrapper tries to emulate part of the functionality usually supplied by
software like daemontools or runit. It is used to start socat which does not
daemonize itself and logs to stdout/stderr. It redirects stdout and stderr to
logger(1) via a fifo.
While here also remove if-statement around PORTDOCS based on NOPORTDOCS since
it's redundant with checks in ports/Mk/bsd.ports.mk.

I sent a mail to the current maintainer almost a month ago about taking these
ports over but got no response (archives in the kde-freebsd mailing list).
Someone else mentioned contacting the maintainer before and he expressed
surprise that these ports were still assigned to him.
This, together with the lack of to the ports, makes it reasonable to assign
them with the rest of the KDE ports to the KDE on FreeBSD team.
