version calls "gcc" in two places. Replace that with $CC.
- r346193 added -B${LOCALBASE}/bin in Uses/fortran.mk, just like
compiler.mk, but libtool doesn't recognise this flag and discards it.
Patch ltmain.sh so it passes the flag to the linker unmodified.
This only works on libtool 2.x for now, but that's good enough to fix
the PRs below and a linker error in math/octave on FreeBSD/i386 8.x.
(When those ports set USES=libtool.)

when necessary.
Plus extend an existing CONFIGURE_ENV instead of overwriting it.
With these changes, the configure problem that made the build fail
goes away. On FreeBSD 10.x and above there still are C++ errors
later in the build, so leave the port BROKEN.

This port was originally marked as broken on i386 only. It always worked
without modification on dports. Later when eadler@ released the port
without fixing i386, he marked it completely broken although it builds on
amd64. He did not post the error messages encountered on i386 in the
commit message adding BROKEN_i386 or BROKEN and thus all smake error logs
have cycled off.
Remove BROKEN definition and let the cluster start building smake again
so we can see if it's really broken or not (and if so, how).

This port supposedly builds with two different lisp compilers. The
default one caused a BROKEN definition, so the fix seemed simple: remove
the default and let the other compiler build it.
It didn't work. The other compiler requires a non-default option (new clx)
meaning it wouldn't build in poudriere, and moreover the test for it was
broken. I fixed the test, but the makefile looks for lisp.run in the
wrong place.
I believe clisp could build this unmaintained port with sufficient patches,
but they won't come from me. I started to clean the port up a bit, and
I left those improvements in place. Somebody else wil need to need to
restore SBCL support and/or CLISP support within 2 months, otherwise this
port is headed to the garbage collector.

This fuzzy clock display only changes approximately every 5 minutes, so
it's crazy that it internally updates every 10 microseconds. Save CPU
and let it sleep a second at a time.
While here, remove indefinite article from comment, remove unnecessary
NOPORTDOCS check, and indicate GPLv2 license.
