- address the issue raised by Bob Harold. RRL on recursive servers
applies rate limits after waiting for recursion except on
sub-domains of domains for which the server is authoritative.
- fix the bug reported by Roy Arends in which "slipped" NXDOMAIN
responses had rcode values of 0 (NoError) instead of 3 (NXDOMAIN).
- move reports of RRL drop and slip actions from the "queries"
log category to the "query-errors" category. Because they are not
in the "queres" category, enabling or disabling query logging no
longer affects them.

Prevents a crash when queried for a record whose RDATA exceeds
65535 bytes.
Prevents a crash when validating caused by using "Bad cache" data
before it has been initialized.
ISC_QUEUE handling for recursive clients was updated to address
a race condition that could cause a memory leak. This rarely
occurred with UDP clients, but could be a significant problem
for a server handling a steady rate of TCP queries.
A condition has been corrected where improper handling of
zero-length RDATA could cause undesirable behavior, including
termination of the named process.

This port is based on dns/dnsmasq 2.62_1,1 and has been updated to 2.63rc2.
Description (by Simon Kelley, the upstream maintainer):
Dnsmasq is a lightweight, easy to configure DNS forwarder and DHCP server.
It is designed to provide DNS and, optionally, DHCP, to a small network. It
can serve the names of local machines which are not in the global DNS. The
DHCP server integrates with the DNS server and allows machines with
DHCP-allocated addresses to appear in the DNS with names configured either
in each host or in a central configuration file. Dnsmasq supports static and
dynamic DHCP leases and BOOTP/TFTP/PXE for network booting of diskless
machines.

- build (meaning build only dep)
- run (meaning run only dep)
- both (meaning run and build dep)
From now USE_GNOME= pkgconfig is deprecated in favour of USE_PKGCONFIG
The old gnome macro has been modified to use pkgconf but still the sameway: run
and build dep to avoid large breakage.
While here fix some ports relying on pkg-config but not specifying it, fix some
ports broken because testing wrong .pc files, and fix ports using pkg-config
--version to determine pkg-config version instead of
pkg-config --modversion pkg-config like recommanded by pkg-config
