prevent massive PORTREVISION bumps.  Bump dependent ports that have not
been bumped since.

While there, add magic values to the FESTIVAL, GENTOO, GIMP, GNUPG, QT and SAMBA macros. Also, replace some EXTRACT_SUFX occurences with USES=tar:*.
