A default hrktorrent.rc config has been installed to:
 %%EXAMPLESDIR%%/hrktorrent.rc
Copy it to ~/.hrktorrent/ and modify it. 
To use the IPFilter, move the rulefile the same dir and name it:
 ipfilter.dat.
