Build the test-crlf test program.

* tests/mime-filter/Makefile.am: Build the test-crlf test program.
* tests/mime-filter/test-crlf.c: New test suite for the crlf
filter.
* camel-mime-filter-crlf.c (filter): Fixed to correctly encode and
decode dots.
