Update the function prototypes to match those found in

* camel-pgp-context.h: Update the function prototypes to match
those found in camel-pgp-context.c.
* camel-pgp-context.c: Updated.
* camel-pgp-mime.c (camel_pgp_mime_part_sign): Implemented.
(camel_pgp_mime_part_verify): Implemented.
(camel_pgp_mime_part_encrypt): Implemented.
(camel_pgp_mime_part_decrypt): Implemented.
