Subject: Change the accelerator of ToolsSubscriptions to be "u".

* evolution-mail-global.xml: Change the accelerator of
ToolsSubscriptions to be "u".

* evolution.xml: Add PilotConduitSettings in Tools.  Rename
"Preferences" to "Settings" as per Anna's request.
