- Remove lang/tcl83 and x11-toolkits/tk83 (expired)
- Remove references to Tcl/Tk 8.3 from bsd.tcl.mk
- Update ports that required 8.3+ to require 8.4+ (since 8.5 is the
default, I don't expect this change to cause much trouble)
