Release 1.3.0.a5
Changes:
- Added ability to install packages with missing dependencies
- Do not enter in a sandbox if the database is open
- Do not count the lock owner as lock blocker.
- Lots of rework and fixes to improve the solver when trying to upgrade very old package database.
